Consultation Document: Proposals for the reform of fire safety legislation
The document sets out proposals to reform general fire legislation to
create one simple fire safety regime using a Regulatory Reform Order under
the Regulatory Reform Act 2001.
The key proposals for the fire safety regime are
that:

It will apply to all workplaces and other
non-domestic premises

It will be based on risk assessment
|
|
 |
Responsibility for fire safety will rest with
the person responsible for the premises
|
 |
Fire safety duties will apply to employees and
non-employees
|
 |
Fire certification regimes for factories,
offices, shops and railway premises, cinemas, hotels, boarding houses
and sub-surface railway stations will be replaced with the regime's
risk assessment approach
|
 |
It will introduce a duty to
maintain those fire precautions required under the Building Regulations
for the use and protection of the fire brigade
|
 |
It will introduce a duty on the fire authorities
to promote community fire safety
|
 |
It will introduce powers of entry for the fire
authorities to investigate fires and the power to take away samples
for testing.

Progress:
It is intended that, subject to the outcome of
consultation and Parliamentary scrutiny of the proposals, the changes
introduced by the Regulatory Reform Order will be implemented from Spring
2004.
